I use borderless and it doesn't do that. I need to alt tab to move my cursor to my second monitor. You can press F9 and it lets you move freely between windows and league. It's supposed to keep the mouse inside the game window, unless you press F9 to allow it to exit the game window, but if you did that then you'd be seeing a red border.

So attack move is attacking the closest target to your cursor. Target only champion is a toggle that when you right click it will only target champions. They are 2 seperate. So usually if you try to towerdive, you would turn on target champ then only right click and not left click. Same when there are a huge clump of minions.

I often have the same problem, but about the 7-8 seconds thing, to fix that, change the resolution of your game on the video tab to that of your computer's set resolution. You can check your cpu's resolution by right clicking the desktop and opening your resolution settings.
